Conceptual Design Horrocks’ qualified planners perform the zoning research and agency coordination needed to develop thorough schematic layouts.
Site Assessment We conduct feasibility studies to identify the constraints of a site, including topography, city codes, utility infrastructure, site-adjacent features, and other pertinent factors.
Site Modeling & Optimization Horrocks uses technology that enhances the site modeling and optimization process. Our clients benefit from rapid concept development using software that optimizes grading, utilities, and site layouts with detailed cost estimates.
Boundary & Typography Our licensed professionals research the survey data of record, perform field surveys, then process the data into surface models to be used as the design base.
Subdivision Platting We research and collect documents from past agreements, plats, as-builts, and ordinances to prepare preliminary and final plats in accordance with all applicable standards.
Construction Staking We provide construction staking services, including staking for roadways, parking lots, buildings, utilities, property corners, and more.
Grading & Drainage Our engineers utilize existing conditions data and unique site modeling and optimization technology to complete hydrologic studies and prepare thorough grading and drainage plans.
Utility Design Working with our in-house Utilities Department, our engineers design utilities, identify potential conflicts, propose design solutions, and ensure coordination between stakeholders to minimize development costs.
Construction Administration We provide timely communication, construction conferences, bidding services, site visits, shop drawing reviews, payment administration, and inspection reports.

Construction Management
Our staff of resident and field engineers, inspectors, and office personnel are trained to identify potential conflicts and provide sound solutions for Design-Build, Design-Bid-Build, and Construction Manager/General Contractor (CMGC) projects focused on heavy civil and transportation infrastructure. We utilize proven partnering strategies to develop trusting relationships and implement a Quality Management Plan (QMP) to track testing and documentation for project compliance.
Downtown Revitalization Plans
Using our technical expertise to master plan, Horrocks can provide new and updated downtown revitalization plans. Our engineers and planners utilize the latest techniques and state-of-the-art technology to assure the best possible result for our clients.
Entitlements & Permitting
We have expert knowledge of current laws, regulations, and procedures allowing us to offer guidance pertaining to permitting. We coordinate regularly with federal, state, and local agencies to assist clients in obtaining Section 404 of the Clean Water Act Permits, State Stream Alteration Permits, Floodplain Development Permits, Wetland Delineations, and Nighttime Highway Construction Noise Permits.
Grading & Drainage Design
Efficient irrigation water systems improve quality of life by maintaining our crops, recreational areas, and landscaping. Our water resources team is experienced in defining, designing, and managing construction of sustainable agricultural and residential irrigation systems using secondary water sources and wastewater recycling.

Land Surveying
We provide professional survey services with great attention to our clients’ needs. Over the years, we have successfully completed numerous control, aerial mapping, ALTA/ASCM, boundary, high-definition 3D laser scanning, as-built, hydrographic, right-of-way, topographic mapping, LiDAR surveys, and construction surveys.

We offer Light Detection and Ranging (LiDAR) scanning, which provides a complete capture of the project site, eliminates the need for unnecessary return trips, and improves safety for surveyors. Our Leica Pegasus: Two truck-mounted LiDAR unit produces extremely detailed 360° scans in a fraction of the time, providing faster data collection and overall cost savings.

Landscape Architecture
Whether planning and designing a themed municipal park and trail system or providing landscaping and aesthetics for a water or sewer pump station project, our priority is to listen to the client, public, and facility users to create a space that complements the existing community and environment. Horrocks emphasizes the importance of creating design themes that are timeless and allow for individual interpretation. Specific design elements should work together as a unified whole to include buildings, sculptural elements, plantings, irrigation systems, site drainage, erosion control, lighting, paved maintenance areas, security, etc. Our team develops project management plans that are specific to each project. We have developed a broad range of services to aid in master planning, including: simulation/visioning, traffic demand modeling, traffic impact studies, cost determinations, traffic design, GIS, corridor planning, corridor operations, alternatives analysis, innovative intersections and interchanges, and multimodal planning (bike, pedestrian, and transit).
Neighborhood & Community Planning
The combined experience of our municipal and land development groups has given us valuable insight into the development process both as support staff to the city reviewing applications and as the applicant’s representative working for developers. We have successfully taken hundreds of projects through city approval processes in various municipalities. We have partnered with different cities in completing more than 25 facility impact fee analysis plans, code revisions, and infrastructure master plans in the last 10 years. We know and understand the city processes from multiple perspectives and can effectively carry a project through approvals from start to finish.
Parks & Trails Planning & Design

Storm Water Polution Prevention Plans
We design new or upgrade existing storm water systems for private, municipal, and transportation drainage projects, including debris basins, collection systems, and water quality improvements. Our team is particularly skilled in floodplain management to prevent damage to infrastructure, homes, and our natural water systems in the event of fire and/or floods.

Freight Rail Design
Our rail engineers provide skilled insight in full-service railway engineering projects involving track, site infrastructure, layout, and new development for rail-served businesses and industrial parks.
